Granite City woman deemed missing person

Last seen at store on Laclede's Landing

GRANITE CITY - A Granite City woman, who was last seen at a Laclede's Landing store five weeks ago, is being sought as a missing person, a St. Louis Police Department detective said Thursday.

Ann P. Hay, 44, was last seen June 8 at a store on Laclede's Landing, where she went on business, Detective William Alphin said.

Hay sold purses and other items for a living.

Police have no leads in the case, Alphin said. Anyone with information is asked to called the St. Louis Police missing person's unit at (314) 444-5338.

Her estranged husband, Paul Hay of Bunker Hill, reported Hay missing to Granite City Police on June 23. He told police he saw her about 5 p.m. on the day she went to Laclede's Landing.

Williams said police have confirmed with the store's owner that Hay was there. He declined to name the store.

"She got some money from an individual and that's the last she was seen," he said.

Paul Hay could not be reached for comment on Thursday.

Hay is originally from the Philippines, and married Paul Hay 23 years ago, her mother-in-law, Wilma Hay of Bunker Hill, said Thursday.

A daughter in San Diego, Calif., and a sister in Beaumont, Texas, have told police they have not heard from Hay since she was last seen in St. Louis, Williams said.

Relatives have said Hay is not an illegal drug user, has no health problems requiring medication and is not mentally ill, Williams said.

Hay moved to Granite City about five years ago. Her last known address is 2224 Alexandria St.

When last seen, Hay was wearing blue jeans and a green sweater with Mickey Mouse on the front. She is about 5 feet tall and weighs 135 pounds.

Hay is the second metro-east woman to go missing in St. Louis this summer. Paula J. Weinmann, 36, of Bethalto, was discovered shot to death on July 6, five days after attending a St. Louis Cardinals game and going afterwards to a bar near the stadium. Two St. Louis men have been charged with her slaying.

Details of Disappearance

Hay was last seen at a Laclede's Landing store in the vicinity of the 600 block of north Second Street in St. Louis, Missouri at 5:00 p.m. on June 8, 2005. She had gone to the establishment on business and got some money from an individual shortly before she was last seen. She has never been heard from again. Hay's husband reported her missing on June 23.

Hay sold purses and other items for a living and resided in the 2200 block of Alexandria Street in Granite City, Illinois at the time of her disappearance; she had moved there in about 2000. She was separated from her husband in 2005; he lives in Bunker Hill, Illinois. They had been married for 23 years by 2005. Hay has relatives in California and Texas; they have not heard from her since her disappearance. They stated that she does not use illegal drugs, is not mentally ill and has no health problems requiring medication. Her case remains unsolved.

Good News!

Jefferson City is starting to listen! There’s another bill that will help the missing; HB 757 which will provide guidelines for Law Enforcement so they will be better able to investigate and process evidence in a missing person’s case. Thank you Brandy and "friends of Summer" for your hard work. This bill along with SB 67 (endangered/elderly alert) will make a huge difference. It can save lives and stop criminals.

Missouri, especially rural Missouri has way too many missing persons cases. It’s time something is done about it! Contact your senators and representatives and ask them to support HB 757 & SB 67. Remember they are starting to listen.

Summary of the Introduced Bill

HB 757 -- Summer Shipp Act

Sponsor: Pratt

This bill establishes the Summer Shipp Act which specifies that
law enforcement officers cannot refuse a written report of a
missing person. In accepting a written report of a missing
person, the law enforcement agency must attempt to gather
relevant information regarding the disappearance and reasonably
respond to inquiries from the person making the report, a family
member, or any other person in a position to assist the agency in
locating the missing person. The agency must determine whether
the person missing is a high-risk missing person and, if so, to
immediately notify the State Highway Patrol.

If the person is missing for a period of 30 days, the agency must
attempt to obtain DNA samples from family members, an
authorization to release dental or skeletal x-rays, additional
photographs, dental information, and x-rays or fingerprints of
the missing person.
